Eligibility of getting a loan from PSU bank

Hi I am planning to buy a flat which is constructed on a 30*40 site. The land is A-Khata, while the apartment is B-Khata. When i enquired with the builder he mentioned the 4th floor is illegal. I am planning to buy a flat in 3rd floor which has the approvals. Should I buy and will i get a loan from PSU banks

I gone through the facts. As per my opinion don't go to purchase of the said flat. As you are saying, 4th floor is illegal, then if any order come for demolition of the such illegal construction on the 4th floor, while demolition, it may damages the nature of the flat at the 3rd floor( like wall breaking, breaking of interior like wise.) You cant claim back the damages in the later stages.
Better you not to buy the flats in the 3 floor which is exactly beneath the 4th floor allegedly constructed illegally, to avoid future problem.
