Developer not providing services as per promise

we are two family, our house give for development to a developer ,we have Registers agreement and power . Plan is done,now One family already take temporary accommodation before 4month which is 30 munits walking distance from our house and it is 4th floor, left is out of order from 2years,in that case they told me " I will repair the left" but till date left is out of order my mother is Heart & Sugar patient . another one family stay at old house, they told at 1st take a Vacant certificate and one month Rent advance ,at present,please what can I do ?
it is obligatory on the builder to give u the flat as per agreement. U also able to get the rent for alternate accommodation if that is mentioned in the agreement. U have to file complaint against the said builder in consumer court where u will get the necessary relief.
