Developer delay in handing over the project

I have bought a piece of land from developer but the developer is saying he cannot hand over the property
A per query in law rato you need to file the case in consumer court for delay in getting possession from the developer where you can asked for refund along with interest and litigation cost and also for land woth compensation for delay harassment cost and litigation cost.
