Demolition Order by MCD in Nov 2005 still kept under suspension.

1. MCD has passed a Demolition order in Nov 2005, but has kept it under suspension since then. I have complained to Public Grievances, Police,LG,Home Ministry but the owner has manipulated them and hence its kept under suspension. I again sent a Notice to MCD and LG in Sept 2019 mentioning about the hazards it has caused me in the last one year ...still they are not taking any action.
What legal remedies do I have? Civil- Am I time barred? Criminal- How soon will I get relief.

In this case you the cause of action may be shown as recurring in nature. Thus a writ of mandamus can be filed in the High court to obtain directions for demolition of the said building apart from a civil suit .
A civil suit for the nuisance caused to you can also be filed in a competent court of law
