Delay in possession of flat, how to recover money from the builder

I had booked a flat in Ahmedabad before 05 years. I had paid total amount by cheque (Rs. 17 Lacs). Yet I have not get possession. Almost 30 % work is pending. I have receipts and allotment letter. No other documents. Builders demanded Rs. 03 Lacs more to complete the work. Can I cancel my booking and demand my money with interest. Is there any time guideline to complete the work? I don't know how to initiate legal step. Kindly reply.
You could send the builder a Legal Notice through a lawyer asking for the same. Please check the terms in the agreement which was signed with the builder does it give additional leverage time to the Builder to complete his project. If no additional time is granted, you could file a consumer complaint against the builder in the consumer court.
