Completion Certificate of flat

My builder of flat wants to handover the flat without completion certificate. What are the obstacles that i might face if I take possession with CC?
if you take the possession without registration of your documents and papers then you will the possession but later you must trouble of not having valid documents because later your promoter may make excuse or delay or reluctant to register your documents
