Clarification regarding PTCL endorsement requirements of property

Hi, I am planning to book a land owner's share flat in Balaji Eternal Bliss, Channasandra. The question is regarding PTCL endorsement, which the builder doesn't posses. They are saying it's a General category land. Can you please advise on this.

You should collect the paper set from the builder and verify the documents to check if you can find out caste of the original land owners. Or else you can only file an application before Revenue dept. for a certificate.
