clarification regarding encroachment of land

In our area, one family has encroach a property and staying since last 25 years. The land belongs to the public property and the Jamindar has allotted them that land without any legal documentation as they were safeguarding the whole area. Few residents launched complaint against them and called the Todu Dasta to demolish their property. How can the miserable and vulnerable get a legal authority in the land??

As per section 27 of the law of limitation, a claim in regard to a property can be made within 12 years of the occupation otherwise the present possessor becomes the owner by adverse possession.
However as this is a government land, a writ petition can be filed before the High Court seeking directions for the municipal corporation of that area to take appropriate action.
