Can builder cancel my flat if I am not paying the money ?

Can Builder cancel my Flat unit if I have paid all payments as per BBA. Final Payment I am holding on which was 40% of the property rate. REASON IS BECAUSE THAT PAYMENT WAS SUPPOSED TO BE GIVEN AT OFFER OF POSSESION BUT BUILDER DOESNT HAVE OC/CC OF THE PROJECT YET & I DONT WANT TO TAKE POSSESION ILLELAGLY. BUILDER IS
