Can B Khata converted to DC apartment be brought

I saw an apartment which is B-Khata but DC converted. Can I proceed further to buy that apartment? Will there be any risk in future.
If any apartment needs to be bought. It should have Oc or else it is illegal. So having B Katha and DC conversion will be to the land. It does not have amything to do with thw apartment. Basically you should get the documents scrutinised before buying any property.
