Can a donee name be registered for electricity and water bill

Hi Sir/Madam My uncle's have given me property under Gift Settlement Deed in the year 2016 and it is notarized but not registered. Now I want to have my name on current and water bill of this property gifted to me. However my uncle says that they will register their name for current and water bill and my name cannot be included. Kindly let me know whether my name can be registered for current and water bill instead of my uncle's name?
Your uncle has given the property under Gift Settlement Deed by way of notary. It is not valid in the eye of law. First of all you have to file a case before the civil court for specific performance that the gift settlement deed to be registered in your favour and if the court ordered, then you can change in your name. Please note that any document relating to the property shall be registered before the registering authority but not on the basis of the Notary.
