Can a Builder Sell Flat as Super Built up Area In Bangalore City Limit

I have booked a flat of 1114 sft but after completion the carpet area is only 630 sft. The builder is not agreeing to refund the extra amount paid.
it's all clear supporting document on that before booked they said more measures now they made a deed for less measures means it's counting has a fraudly they made it. you can claim against them for remaining ammount should be return and they must be claim for compensation about the false information. more details contact me thank you
