Buying a new property in Sector 104, Hazipur , Noida

I am planning to buy a 3 bhk builder flat in Hazipur, sector 104 , noida.

They will provide either 3rd / 4th floor.
My question is where can I verify the building plan and land and other stuffs are legally owned by them and no issues will happen in near future? Can u send me a check list before buying and what documents I should check and they need to provide before and after buying?
Also They are asking 10% booking amount. Is is safe to give 10% booking amount initially or I need to give during registry?
