Builder failed to hand over the flat date of completion was in july18

Sir , my daughter booked a apartment in Eco village 1 alberia project of Super Tech noida under subvention plan, financed by INDIA BULLS. Possession date was jul 2018 and EMI WAS TO BE STARTED FROM SEP 18. In recent past we found out that no construction has been made since last one and half year. My booked apartment was on 23rd floor but till date 17 or 18 floor has been built.therefore I feel cheated because supertech doesn't response suitably and has sent a mail that revised completion date of the project is in 2022. Please suggest what to do now Since no EMI released ( initially due to some technical problem later i instructed my bank city bank for not release the amount) 1. I don't want to go for this project and want booking amount back. 2 kya bank ka EMI mujhe Dena padega? How to make my self safe pl suggest.
