Builder demanding 12% GST for demand after April1, 2019 , for old boo

I have a booking in Civitech Stadia, Sector 79. I have booked the flat in 2016, when there was no GST. It was 50:50 plan, hence I paid service tax on the 1st 50%. Now Builder send me the final demand, after April 1st, 2019. They are demanding 12% GST . Although Government reduced the GST rate to 5%. Builder, is saying that for old booking, customer have to pay 12% GST, which is a huge amount for me. Can you tell me is this legal? What can I do further?
In the legal terms , it is illegal and conspiracy of the builder against the allottees .
