Builder delay for possession of duplex and using abuse language

Builder delay for possession of duplex , builder used abuse language and on date 1st September of 2017 agreement (42 lakh) did in between me and builder for duplex in mouza nara nagpur city , I paid 21 lakh initially but the construction was not started and land is empty no construction there , I told builder why not construction started yet , and 2 years completed for agreement, he told I will start soon but not yet started, and after that he used abuse language , please help me
This is my response to you:
1. You can send a legal notice;
2. You can also approach police station;
3. If he does not listen then you will have to approach the courts;
4. You will have to collect all proofs and evidences in your favour;
5. Consult a local lawyer and take steps.
