Bought a property now seller denying to provide 1 kVA back up

In a property of resale through a broker, we (Buyer & seller) entered in a notarized agreement, where i had to get the facility of 1 KVA back up facility, later on in allotment letter from builder, i was informed that previous owner (Seller) has not availed this facility, so it can not be passed on to me as Free of cost. I requested seller many times to resolve it between ourselves, as value of having 1 KVA back up is just 25,000 INR. But he denied. So i am thinking to send him a legal notice, so that atleast he can feel some pressure & do the required actions. Kindly advise, shall i proceed ahead for such small matter or it will have many expanses of time & money with less probability of a solution/benefit.
Please send a legal notice to the seller based on the agreement you had asking him to get the KV line done and fixed or you shall file an FIR under Section 420 IPC at relevant police station for defrauding you.
