Booked the flat in subvention and builder run away not paying emi

I booked the flat in noida extension 3 years ago in subvention plan but builder is not paying emi and run away. He is saying that he has no fund. My account is in NPA and bank is going law suit. Please suggest how I can come out of this. There are so many person with me who are stuck in this project and same situation.
Either go before RERA or Consumer Court . Make bank also party. Flat value is if more than 20 lacs then you will have to approach State Consumer Commission Lucknow. For RERA there is bench at Noida but before that it has to be ensured whether project was registered under RERA or not
