Booked flat payment completed but builder delayed possession

Sir, I booked my flat in AVJ HEIGHTS Greater Noida project in 2011. 100% payment done from buyers side. but builder has not completed many works. no completion certificate obtain yet. around 30 crore ruppe Authority's due amount. Builder did dual funding of flats. Builder allowed us to stay in flat without registry. around 800 families staying in society. we are paying 2 rs/sqft maintenance . my concern is that after 100 payment and he has not competed so many work and he is saying he has lack of money. can we go for audit by EOW? if yes what is the process and how we can ask for audit? please help.
: In this matter it would be better to approach consumer forum , consumer courts are meant deal with the issues of consumer and you will expeditious remedy at the consumer court. before approaching the court you can serve them with a legal notice asking for possession or refund.
