1/4 property rights for women married before 1995

I belong to a Hindu Family.I want to clear my doubt about women property rights. I have heard there is a right that women who married before 1995 has 1/4 right in the family property whereas women who married after 1995 has equal rights in the family property. requesting you to justify.
A recent supreme court judgement has given about the marriage daughter property. But in Assam and Bengal the said judgement is not valid. In Assam the married woman have a right over the inheritance property of her Father.
