Motorcycle sold with a promise to change the name within one month

One motorcycle Yahamaha FZ had been sold to a person at Gurudaspur on promice that he will change the name within 1 month. Only a sell purchage copy had been signed by both the parties with their signature and AADHAR card xerox without any authority of court. The person also sold the bike to another person but still the bike is in first owners name. Is there any provision in law for declaration that the bike has been sold by the first owner? Unless it is very risky to keep the vehicle in the first owners name. Further the recent owner who bought the bike from 2nd owner is refusing to go through the process for changing name in RC. The 1st owner sold the bike on 2015.

It is very essential that when you sell your bike or any vehicle you must inform the local transport authorities regarding the same by way of a letter mentioning about the registration no and other detail making your self safe in the event of any mishsppening. You can also file a suit
