The Rajya Sabha on Wednesday, January 09, 2018 has given a green signal to a proposed law that will provide 10 percent quota to the people in general category in jobs and education. The bill has been passed by the Rajya Sabha while turning down the demand by some of the opposition parties to send it for scrutiny to a select committee.
In order to amend the Constitution of India, a constitutional amendment bill has to be passed with a two-thirds majority in each house to become a law. Earlier on January 08, 2018 the Constitution (124th Amendment) Bill, 2019 was passed by the Lok Sabha and it now awaits the assent of the President.
The bill, which has been labeled as a political stunt ahead of the national elections by most parties has been claimed to be a “ victory for social justice” by Prime Minister Narendra Modi. The proposed bill is expected to benefit a huge section of upper castes including Brahmins, Rajputs (Thakurs), Jats, Marathas, Bhumiars and several traders belonging to the Kapu and Kamma communities. It is also expected to benefit the economically deprived among some other religions.
The Constitution (124th Amendment) Bill, 2019 was passed in the Rajya Sabha with the approval of 165 lawmakers while 7 lawmakers voted against it, whereas, 323 lawmakers supported the bill in the Lok Sabha while only three lawmakers were against the bill. Some of the key opposition parties questioned the haste in which the bill was drafted and passed but supported the quota for the economically weaker sections.
The Aam Aadmi Party boycotted the voting and the bill saying that it lets down the economically weaker upper castes. The party leader Sanjay Singh has stated that & quot People earning less than Rs. 8 lakh a year would get 10 percent quota, but the rest of the upper castes will get 40 percent seats.& quot The government, while supporting the bill, has argued that the bill was not subject to a 50 percent bar as it provides reservation on the basis of income and not caste.
