In a big relief to shop owners, DDA approves Master Shopping Complex Plan

In an attempt to provide relief to the traders, the Delhi Development Authority (DDA) has approved the changes in the master plan 2012 for local shopping complexes. The Supreme Court had issued a directive to invite fresh feedback about the amendment over a period of 15 days from the public, which was later incorporated in the plan. This comes as an active step towards resolving the sealing issue persistent in Delhi. According to the amendment the uniform floor area ratio (FAR) has been permitted in all shop-cum-residential complexes at par with the residential areas. However, keeping in view the objections and suggestions raised by the public the Authority incorporated certain changes. & quot Liquor shops, bars, discotheques, pubs, and clubs shall not be allowed in residential premises as mixed use (residential-cum-commercial),& quot the DDA stated. Any activity which is non-polluting, non- hazardous and acceptable by law is permitted in the complexes. A huge difficulty that comes with sanctioning of this plan is the provision of parking spaces. Local bodies will have to provide parking facilities and other basic amenities with every local shopping complex. In case no plot is available around the market, a common parking space will be developed in the vicinity or will the market will be declared as pedestrian street or areas. Another proposal that was accepted that all the fund which is collected in lieu of the various charges will form a designated fund(escrow fund) that will be used for maintaining the infrastructural facilities and to provide amenities such as parking, public toilets and drinking water around the market. The Confederation of All India Traders (CLAT) seems enthusiastic about the newly approved Master Plan and welcomes it as a positive step by the centre.
