Victims of road accidents, acid attacks and fire burns will now get free medical treatment: Delhi government

The Delhi government has on Saturday issued detailed guidelines of its programme offering free and mandatory treatment to the victims of acid attacks, road accidents and fire burns in the National Capital. The guidelines issued by the Ministry of Health and Family Welfare states that “ There will be a cashless treatment of medico-legal victims of road accidents, acid attacks, and thermal burn injuries, in case of incidents that have occurred within city limits. The treatment will be held in registered nursing homes or private hospitals of the city.” As per the guidelines, it will be mandatory for a nursing home or a private hospital so registered under the Delhi Nursing Homes Registration Act, 1953, to provide treatment to the injured/serious patients brought to them due to any reason whatsoever. The guidelines further said that according to section 357 C of the Code of Criminal Procedure (CrPC), the keepers of all private hospitals will immediately provide first-aid or medical treatment, free of cost, to the victims of the offence covered under section 326 A (punishment for acid attack) of the Indian Penal Code, and will immediately inform the police of such an incident. As a result, duty is cast on the keeper of every nursing hospital to ensure that no victim of acid attack will be returned without being provided first-aid or immediate medical treatment, free of cost. The scheme is aimed at encouraging citizens to take accident victims immediately to the nearest hospital to save their life. The keeper of the hospital will also be required to give requisite details like the mobile number of the victim, the name of the nursing home and its address, casualty record number and Emergency Registration number to the police, within six hours of the victim's arrival. The guidelines also state that only those nursing homes will be exempted from this scheme that had taken prior approval of the Supervising Authority regarding exemption of the availability of doctors at night in accordance to Clause 13.1 of Delhi Nursing Homes Registration (Amendment) Rules, 2011. However, all registered nursing homes or private hospitals which have not been provided an exemption under the 2011 Act, will have to implement the scheme. The most important clause of this scheme is that the victims will not be required to carry any document for the purpose of verification/eligibility, except the information that the incident has occurred in the jurisdiction of Delhi Police. The reimbursement will be offered through the 'Delhi Arogya Kosh,' created specifically to meet the cost incurred during treatment of such victims by the concerned nursing home/private hospital.
