Tenant not paying the rent what can be done

I have given my house on rent. The tenant has not paid the rent for last two months. I had given a month's notice for him to vacate my flat. Now he is not vacating my flat nd has deposited a minimal amount to my account. I am worried about his intentions nd want him to vacate. He has also not paid the electricity bill nd gas bill also. Unfortunately the building is under the registrar due to some society problems. I had locked the flat as he is not paying the rent. The society secretary is asking my brother to open the lock nd allow the tenant to stay in my house. I want to know can the secretary interfere in my affairs nd ask the flat to be opened nd if I can go nd ask them to vacate on an urgent basis asthe building is under the registrar .Plz help

The secretary seems to be acting in the interest of your tenant.
You need not follow the direction of secretary in this regard as he has no right to direct you to open the lock of door of your flat. If any further problem is created by secretary , you may approach to Registrar, Co-operative.
