Tenant increasing the no of residents in the property

Can a tenant increase the no. Of residents in the given property? (Nothing about this problem is mentioned in agreement but I don't want the increment in no. Of people). Earlier 3 people were living(when the floor was given to them), Now 4 have started living. And when I deny them for more people, they say that we are paying for whole floor, it's our wish to keep as many people. But I gave the floor on seeing that there are only 3 people. We have an official court agreement of 1 year but nothing about the no. of people residing is written in it as i thought it was obvious that only three of them will continue living, and didn't pay heed to add that point in the agreement.

What your problem seems like is that your tenants are sub-letting the property to other people which is bad in the eyes of the law. I'd recommend shooting a strongly worded Legal Notice to them warning them of eviction/legal action as a result of failure to stop this practice. Further and better particulars are needed for an effective opinion.
