Tenant has decreased the rent and not paid for two months as well

Hi Team , In 2014 i have rented out my shop for 25k rent and made an agreement on 100rs stamp paper that is not registered. Not Tenant is not paid rent for two months also decreased the rent by 5k and paying directly in my bank is 20k . Now we want to remove that tenant and get all the dues. Please help as we are from jaipur Rajasthan .
In jaipur rajasthan , there is rent control act n a court for early hearinng .if he is not paying rent on time than issue him a notice for vacation of premise. And cancellation of tenant- owner relation. Than after completion of limitation of notice file a suit in court for the same
