Tenant does not abide by society rules, what to do

A tenant in our building does not abide by to society law's and despite of complaining multiple times to landlord, landlord does not take any action. What legal action can be taken by the society in this case?
Depending on what kind of activities the tenant engages in in your premises and is doing something against the agreement, you can file a complaint to the Municipal Authority or even register a case against him for tortuous liability.
