Rent and maintenance money from tenants

Can the landlord collect the rent, (which is the most minimalist, Comes under pagdi system rent being 150₹ for 750+sq ft areas.) and ask for the maintaince of the building, for the watchman salaries, garbage collector, cleaner, light bills of the stairs and compound from the tenants? Would it be wrong to ask for it?
