Procedure to make owner to refrain from renting Ground floor to Bank

I'm a Hindu, Owner of top floor with terrace rights in a 4 storeyed residential building in west delhi. Now owner of ground floor who also happens to be developer of building is renting his floor to bank and i want to stop him as it will become a big nuisance. He has obtained NOC from MCD and also entered in lease agreement with bank. Is it possible to get relief from court?

The building cannot be used for commercial purposes if it is a residential building.Only for a limited purpose , shop et can be allowed and that also subject to width of the road and nature of activity to be carried out and that too should by the owner himself.The noc obtained from MCD appears to be in violation of building bye laws .The NOC can be challenged before high court in a writ petition being violative of building bye laws. Such noc even if given has no legal sanctity and can be quashed by the high court if found to be against rules and regulations.
