Maintainence contribution even if it is not used

sir, In an apartment lift stops in between two floors. So I-floor residents are not using the lift, but they are contributing to electricity charges and general maintenance. When it is not possible to use the lift, is it legally mandatory to contribute for major repairs or new costly accessories. Please advice me in this regard.

As per the agreement between you other owners and the builder does it mention that all the repairs and electricity would be equally shared between all the owners. If yes then you are liable to pay whether you are using the lift or not. If it's not mentioned in the agreement then you are not.
