Lanlord rights to restrict movement of tenant assets

Are there circumstances where a lanlord can foreably confiscate assets of the tenant? If so, What are the steps the landlord must perform, or demonstrate claims to be able to take such an action.
Notice of termination of lease has been provided. Deposit with landlord covers balance to rent till lease expiration leaving a balance. Landlord is trying to extract rent and not return deposit in these times. An restricting movement of assets to achieve that.
