Landowner trying to sell unapproved store rooms in parking area

I live in chennai. My Apartment has 8 flats and approved for 8 flats. but the landowner(Joint ventured with Builder) converted the storeroom in the parking area and trying to sell. Whom do I have to contact for reporting this case. How can I claim the parking area. Flat is 4 years old. Builder agreed to build Lift facility(we paid for it) but it was not built, we are struggling to get our own parking area.
You have to file a complaint with the Directorate of Town & Country Planning, pointing out the violations, with a copy endorsed to the Local Planning Authority. If there is no response, you may file an RTI application calling for details of action taken on your complaint.
