Landlord not paying deposit back

Hello Sir/Mam,
First of all, I really appreciate this thing for you guys to help us out.
Okay, so my problem is with my landlord. Me along with my friend stayed in this PG for around 3 months.
We paid the deposit of 10000/- per person and monthly advance rent of 7000/- per person. Now at the time of leaving the house she didn't give us the deposit back. The owner is a lady.
She kept delaying it and kept giving excuses. We even threatened to file a police complaint against her if she refuses to give it back but then she came onto us that she has many contacts in police and that she can turnaround the situation and also that she being a woman will be favoured. We knew that she will come up with such a reply so that's why we made sure that we have a proof. We recorded all of our discussion.
She didn't provide us the rent agreement but we have all the transaction slip which shows the deposit and rent transfer to her.
Along with us there are many People who have suffered the same from her.
This is my response to you:
1. Good you have recordings of her;
2. Do you have the copy of the rent agreement?
3. Was the deposit given in cheque or cash?
4. Nonetheless you can send her a legal notice through a lawyer;
5. Wait for her to respond, if she does not then file a police complaint against her for cheating and criminal breach of trust;
6. More the people filing a case against her, weaker is her side of the story;
7. Consult a local lawyer and take steps.
