Is there another way to purchase house in pagdi system

Land lord is asking for 7 lacs to transfer name i dont want to give this much amount to them is there any other way to purchase house in pagdi system.
This is my response to you:
1. Send him a legal notice and state that it is not right to demand 7 lacs;
2. Tell him to not quote the price so high;
3. Try negotiating the deal with him;
4. Consult a lawyer and let him/her negotiate on your behalf.
