Is Non Occupancy Charges applicable if tenant has defaulted on rent

hi,
My tenant has not paid the rent for the entire year and due to covid the tenant moved to his native place and did not respond to my calls/message. I sent a formal communication to the society informing non-payment of rent and locked the house. The rent agreement has also been expired despite of which i paid the dues for the entire year plus additional 3 months. As i have not received any financial benefits from the flat and also the tenant is not staying there anymore (only his personal effects are left which would be released post he clears the due) am i liable to pay the non occupancy charges. Society claims that until the tenant clears the goods the charges are still applicable even if the house is locked. Please clarify
yes..the tenant was your responsibility and not the responsibility of the society hence, even if the house was locked or without any tenant for how many ever months you have to pay all the changes and you cannot escape the same
