Eligibility to demand Compensation from House Owner

Hi All, I am and i moved to a rented house in Sep 05, 2017 in Bangalore.Within three weeks, due to rain my house got flooded resulting in damage of my belongings worth 30k. The House owner hid the problem of flooding when i inquired house for rent and also there was an incident of water getting into the house after i committed the house and before i moved in.He didn't inform that too.He had taken some steps to stop the flow of water but it was left incomplete due to his negligence.All i came to know after enough damage is done and its all Oral communication only.He accepted his mistake and told me will provide the compensation too but he is not giving it now.I want to clear, 1. I feel i faced this flood due to owners deceit & negligence, so asking for compensation, am i eligible to ask for??? 2.Planning to put a Consumer Case but presently i don't have proof for his deceit & negligence.How i can prove his deceit & negligence? 3.What chance i have to get my compensation?
