Denying Registration of 3 acre land after Payment of total cash

I have purchased a 3 acre land and paid the total cost of the land agreed by both the parties. But the registration was delayed and now after 3 years the land lord is demanding more money than that was actually agreed by both parties 3 years ago. I had put all my retirement benefits to buy that land iam completely helpless I have the documents signed by both parties on agreed amount of money and receipts of the amount that was paid please help me to proceed for further legal action.

what was the reason for delay and why is the person asking for more money now. as it has already been mentioned in your agreement and the total amount has been paid by you there should not be a problem in respect to the registration of the property, in such cases if he still refuses then you can approach the civil court or if you dont wish to start a litigation then you can try settle the matter amicably
