claiming ownership of a property

If two group are living in a house one is owner and other is rented . If rented person is paying electric bill under his name for 13 years can he claim ownership of the house .

A tenant can never claim ownership of the house, whether he is living there for 1 year or 13 year or 30 year. Doesn't matter. No ownership right can be created in favor of the tenant by paying electric bill. Contact me for further clarification. Thanks.
