Can land can be converted to NA land in existence of WP case pending

There is a land which needs to be converted to NA land . But the problem is WP case is pending in the high court on that land . So that particular land can be converted to NA land in existence of WP case pending ?
It depends upon the status of the case. You need to hire a lawyer and have a detailed analysis of the case as to whether there is a stay on the case or there is no stay.it is also to be seen that how much the Writ petition has progressed.
