Can Gated community association mandate tenants to sign-up for Club

We have a gated community with 100+ houses. This layout comprises of landlords as well as tenants. There is a Club House comprising of community office, kids play area, sports facilities, garden, waste segregation/shredding, storage rooms etc.. The resident association wants to mandate all residents i.e landlord as well as tenants to pay the subscription charges. If approved by AGM - - Can the association mandate the tenants to pay for this clubhouse subscription? - Can the association charge higher maintenance from landlords who have sublet their house versus self-occupied houses. This is similar to landlord paying higher BBMP property tax for rented property Please suggest.

Although exact advice can be rendered only after going through the ByeLaws and other documents, but prima facie it may not stand the scrutiny of law if either of the mandates is created without taking everyone in confidence.
