arrears of rent and vacation of premises

I am owner of the house situated in chennai and gave for rent (portion) of the property to political party office. No formal agreement is available. However, they have given undertaking in sep 2015 in stamp paper to vacate it before 30.06.2016 . Till date not vacated and rent is not paid for the past 10 years. Despite several efforts complaining to police station, commissioner, no improvement. For vacating it, they are asking two feet path in my plot for benami land (by way of patta) obtained by them. Patta was given for 400 sq.ft without any path by two tasildar office in two different names(each 200 sq.ft). Now they demolished my compound wall and constructed building thereon. Now, kindly advise how to proceed to get possession of my land , collecting arrears of rent and cancellation of patta. Letter written to RDO, Collector, etc, no results. They threaten to book me b y using the word of "paraya" What is remedy for me ? Whether any provision is available Peoples Rep.Act
file the case on Rent control act before the small causes court at Chennai to evict the tenant for default of the rent amount and also you can file a writ petition before the High Court for the cancellation of the patta.
