Writ Petition under article 226

I have filed a Civil Misc writ petition at Allahabad High Court in 2011, through a lawyer. Since then it is pending till date. Counter Affidavit from the respondent came in year 2014 and my counsel was given 3 weeks time to file rejoinder affidavit but he did not, and since then, case is pending and there have been no listing of the case. Can I be allowed to file the counter affidavit and go ahead with the case? I have lost confidence in my engaged counsel, can I drop him and appoint a new one? What are the rule and procedure in this regard? Please advice.
