Working hours calculation under shops and establishment

Please inform that whether the maxm number of working hours of 48 in a week is inclusive for interval for rest or not. Also if one day if one staff comes at 8 am and goes at 5 pm with rest for one hour from 1 to 2 pm then his total number of hours of work will be 9 hrs or 8 hrs ?
WB Shops and Establishments Act provides for Eight and half hours of work per day and Forty Eight hrs per week.Spread over per day including rest for half an hour should not cross ten hours per day.Rest interval shall not be considered for calculation of working hours.Working hours shall be governed by Sec 6 & 7 of the said statute.
