Working for 19 years can I get benefit of time scale at present post.

A person is working as Lecturer Group-B Gazzetted post in Education Deptt. Govt. of Haryana Since Last six years and before joining it he had worked for 13 years as Junior Engineer Group-C Non- Gazzetted post in PWD Haryana. Now his Total Length of Service is more than 19 years till date. Now Can he get the benefit of Time Scale in present post i.e. Education Deptt. For Total Length of Service i.e 19 years (Including past service) as he DID M.Tect/B.Tech qualification before joining as Junior Engineer in PWD Haryana and which is SAME qualification as the ENTRY LEVEL of Lecturer in Edu Dept.

Reckoning of past service is governed by particular terms of employment. Ideally if you have been in Govt. Service at the same post for long without getting promotion you would be eligible for the benefit of time scale. If your position in terms of scales are same as you suggest you could be given the benefit of the past service. But then again foremost will be your terms of employment.
