Worked for government but still don't paid what action can I take?

Last year we did work for govt. Event organising for total 8.5 lac. Govt approved extra work bill of Rs 40k. After following up daily, paying bribes to Asssitant Join Collector etc..now there is still Rs 95,000 pending. Due to this pending payments and delay in payments I had to pay Rs 1.8 lac as interests on money got as loan. This totla issue is under District Collector. Can I file a case against collector to recover my money ?? How to recover money from govt. Last time when I went to ask money again the AJC was asking 30k bribe. What to do. This is the first time i dealt with govt.

You can send a notice to the appropriate department for the recovery of the outstanding amount from the government. If no reply is served to you by the government authorities within two months then u can file a suit for recovery of your amount.
