Whom to send a letter to get my gratuity

I got laid off my from employer, and I had completed 4 years 9 month and 3 days of service. I had 5 working days a week. Since my full and final amount does not include gratuity, I intend to send an application for the same. Whom do I address the application to? Thanking you in advance.

An application is to be sent to the employer regarding the gratuity payment. But since you did not complete 5 years, you are not eligible to be awarded gratuity. An employee who has put in his service for a period of 240 days in fifth year will be deemed to have continued in the service for 1 year.
