whether I can get lien or not for technical resignation

I applied for technical resignation from one central government organisation from Group A post on 02.11.2015 with a relieving date of 04.12.2015 to take up another appointment in India Railway. But on 01.12.2014 i requested to retain my lien in my organisation where i was working but administrative officers were not able to decide the lien so i applied for extension so that they can decide lien, i was told orally by administrative officers that we cannot give you lien and you will be relieved.now i want to know whether i can get lien or not also they treated me off duty
