When can a contractual guest teacher become permanent

Whether a contractual guest teacher of Central university will regular after three years of his/her contractual service.
MY OPINION THAT i have follow your submission, and i think that if there is particular provision / provisions that after certain period /periods the contractual guest teacher of central university have cover the rules & regulations of the central university that he /she becomes permanent.

Certainly not.The tenure of contractual engagement is predetermined and mutually agreed upon by and between
the parties concerned.
However, there is no bar to consider his candidature along with other candidates, subject to fulfilment of recruitment eligibility criteria laid down by the recruiting authority but no weightage to be accorded for past contractual engagement.
