What to do when employer does not give salary after several reminders?

Sir/Madam, We, the eleven security guards and four receptionists, are working at All India Institute of Hygiene & Public Health, B. N. Campus, Salt Lake, Sector III under Panther Security Service, 153/4, Jessore Road, Dum Dum, Kolkata 700074. with effect from 1st June, 2017. It was only after a long struggle and by good fortune, that we managed to recieve the payment for June 2017. However, the EPF has not been yet deposited. Moreover, we have not received our payment for the months of July 2017 and August 2017. Several times, we have informed our office of this incident, but no satisfactory action has been noticed yet. I wanted to know what we should do about this situation.
At the first instance approach to the principal employer-Indian Institute of Hygiene and Public Health.As per Law,IiH&PH is liable to settle your legal dues.The complaint must be in writing with copies to the authorities under the Contract Labour (R&A) Act,EPF Act and ESI Act .
